German Arcibal is the Senior Contract Specialist for the Pharmaceutical Prime Vendor Program, within the Department of Veterans Affairs Office of Acquisition and Logistics’ National Acquisition Center. Prior to assuming his current position, Mr. Arcibal contracted for medical supplies and equipment under the Federal Supply Schedule Program. Mr. Arcibal holds a Bachelor Degree in Healthcare Administration and a Master of Science Degree in Business Administration. Mr. Arcibal is a retired Naval Officer from the Medical Service Corps with a background in Acquisition, Finance and Logistics.

James L. Booth, Assistant Director, Negotiation and Award Branch of the Federal Supply Schedule Service within the Department of Veterans Affairs (VA) Office of Acquisition and Logistics’ National Acquisition Center. As Assistant Director, he oversees and is responsible for the negotiation/awarding of medical related products/services spanning nine Federal Supply Schedules and utilized by various federal agencies. Mr. Booth has 29 years of federal work experience. He holds a Masters of Business Administration Degree from Upper Iowa University and a Bachelor of Arts Degree from Governors States University. Mr. Booth also has an honored certificate from the University of Virginia in Procurement and Contract Management. He is both a prestigious senior fellow and a co-coach of the Excellence In Government Leadership Program through the Partnership for Public Service.

Vanessa L. Calabrese is a Contracts Attorney with the Department of Veterans Affairs Office of General Counsel (OGC). She joined OGC in 2010 and is one of the attorneys tasked with ensuring manufacturer compliance with Section 603 of the Veterans Health Care Act of 1992 (38 U.S.C. 8126). Prior to joining OGC, Vanessa served as a Contracting Officer at the VA Office of Acquisition and Logistics’ National Acquisition Center and, during law school, completed two internships with VA Regional Counsel offices. She received her B.S. from the University of Florida and her J.D. from the University of Oregon.

David Canada is a Senior Procurement Analyst for the Department of Veterans Affairs (VA) Office of Small and Disadvantaged Business Utilization (OSDBU). A demonstrative small business advocate and seasoned acquisition professional, David joined OSDBU from the South Texas Health Care System in San Antonio, TX, where he held the position of Supervisory Contract Specialist. Prior to this position, David was the Supervisory Contract Specialist at the Central Texas Veterans Health Care System in Temple, TX. He also has held positions as the Lead Contract Specialist at the VA Greater Los Angeles Healthcare System, and as a VA Contract Specialist in Long Beach, CA. Prior to working for the VA, David was a logistician with the Air Force at Kelly Air Force Base, TX. He began his federal civil service career as a Logistics intern at Cannon Air Force Base in Clovis, NM. David’s passion is advocating and promoting the use of small business programs within VA and expanding on the Department’s socio economic goals established by the VA Secretary. He works closely with VA’s acquisition professionals, providing training and guidance, to assist them in understanding the small business programs. He also works closely with the small business community, providing counseling on how to market their firms to the VA and other government agencies. David has a Master of Arts Degree in Public Administration and a Bachelor of Business Degree in Management. He is a member of the National Contract Management Association (NCMA) and has held Senior Level Contracting Warrants at numerous contracting offices.

Anthony Crumpton is a Senior Contract Specialist within the High Tech Medical Equipment Branch of the National Contract Service, Department of Veterans Affairs Office of Acquisition and Logistics’ National Acquisition Center. Anthony is responsible for the nation-wide procurement of high tech medical systems, which includes MRIs, Linear Accelerators, X-Ray, CTs, and other biomedical systems. Additional responsibilities include acquisition of room renovations, site preparation, installation of modular buildings, industrial laundry equipment, and laundry facility renovations. Mr. Crumpton has 18 years of Federal service. He has a bachelor in Business Administration and a MBA in operation management.

Shawn Davis is the Senior Management & Program Analyst within the Federal Supply Schedule Program Management and Resource Support Branch within the Department of Veterans Affairs Office of Acquisition and Logistics’ National Acquisition Center. In this role, Mr. Davis is responsible for supporting a variety of computer systems and applications utilized within the FSS Service, as well as managing various projects in support of the organization. Mr. Davis has been with the FSS service for a total of 8 years.

Fran DeRosa is the Senior Contract Specialist for the Pharmaceutical Repackaging Program and Influenza Vaccine contracts, within the Department of Veterans Affairs (VA) Office of Acquisition and Logistics’ National Acquisition Center. Her broad experience extends to other program areas including Pharmaceutical Standardization, Reverse Distribution, Medical Gases, Medical and Surgical Standardization and the Pharmaceutical Federal Supply Schedule Program.

Michael Grivnovics (Mike) is the Director, Federal Supply Schedule (FSS) Division within the Department of Veterans Affairs (VA) Office of Contract Review, Office of Inspector General. The FSS Division is responsible for conducting pre-award and post-award reviews of VA FSS proposals and contracts. Mike has 26 years of government auditing experience with 20 years devoted to audits of government contracts and proposals. He joined the VA Office of Inspector General in 2001. Mike has a Bachelor of Science degree in Accounting and is a licensed CPA in the state of Virginia.

James R. “Mickey” Gwyn is a Business Associate Program Manager within the Department of Veterans Affairs Office of Information’s Health Information Access Office. Mickey serves as a subject matter expert on Health Insurance Portability and Accountability Act (HIPAA) Business Associate requirements and implementation strategies. Mickey negotiates and executes comprehensive agreements that reflect legislative requirements. His work includes analyzing vendors and other associates to determine if they meet HIPAA requirements; developing agreements for VA program offices; and fostering an understanding of the business associate process.

Carl L. Hunter Assistant Director, Operations & Analysis Branch (OAB) of the Business Resource Service within the Department of Veterans Affairs Office (VA) Office of Acquisition and Logistics’ National Acquisition Center. As Assistant Director, he oversees and is responsible for the National Cataloging System for National Stock Numbers (NSN) and Category Stock Numbers (CSN) for the VA. He is also directly involved with the VHA Logistics Office National Standardization for Medical Supplies and Equipment Program for the VA. Mr. Hunter is a Certified Registered Medical Supply Technician (CRMST) having served at five different VA Medical facilities as the Chief of Supply Processing and Distribution (SPD). Mr. Hunter has more than 40 years of Federal service, all of which with VA.

Ron Jenkins serves as an Assistant Director, Medical/Surgical and Prosthetics Standardization Branch, National Contract Service located within the Department of Veterans Affairs (VA) Office of Acquisition and Logistics’ National Acquisition Center (NAC). He directs a team of 12 Contract Specialists, who are responsible for the solicitation, award and administration of over 160 VA national contracts and agreements. Currently Mr. Jenkins is serving as the Acting Assistant Director, High Tech Medical Equipment (HTME) Branch supervising a multi-discipline team of specialists and Contract Specialists. Ron has been an employee with VA in a variety of procurement related positions for the past 25 years, including Procurement Technician, Purchasing Agent, Contract Specialist, and Contracting Officer. For the last 11 years Mr. Jenkins has been a Contract Specialist at the NAC, serving for 2 years as Senior Contract Specialist for the combined Medical/Surgical and Pharmaceutical standardization programs. In that capacity Mr. Jenkins directed a team of Contract Specialists who were responsible for solicitation, award and administration of approximately 300 VA national procurement agreements.

Eric W. Lee is a Senior Contract Specialist within the High Tech Medical Equipment Branch of the National Contract Service, Department of Veterans Affairs Office of Acquisition and Logistics’ National Acquisition Center. He also is the project manager for three consolidated buys held annually

Gregory L. Madden is a Senior Contract Specialist with the Administrative Branch of the Department of Veterans Affairs (VA) Office of Acquisition and Logistics National Acquisition Center’s Federal Supply Schedule Service (FSS). Gregory received his BBA (Management & Organizations) from the University of Iowa, his J.D. from Northern Illinois University – College of Law, and his LL.M. (Employee Benefits Law) from the John Marshall Law School. Gregory has been with the FSS since January 2007. Prior to 2007, Gregory was employed in the private sector as a senior legal editor for an online legal research firm and as in-house counsel for an engineering consulting corporation.

Norbert P. Matyniak In his current capacity as a member of the Department of Veterans Affairs (VA) Office of Acquisition and Logistics (OAL) National Acquisition Center’s Business Development Team, Norbert Matyniak has been very active in developing new business opportunities between OAL, Veterans Health Administration (VHA), Department of Defense (DOD) and other Government agencies (OGAs) focusing on multi-million dollar acquisition programs, revenue generation and partnering initiatives. Before joining the VA, he served in the U.S. Army Medical Service Corps, retiring from the Military as a Lt. Col. with 21 years of service. During his career in the Army, he was responsible for various hospital administration duties to include acquisitions, health care facilities management and contracting. His last position in the military was as the Commander of the Army's Medical Department Contracting Organization with a staff of approximately 400 procurement personnel supporting worldwide operations. Norbert holds a Bachelor Degree in Business Administration from Northwestern University and a Master's Degree in Management from Webster University.

Andrew J. Morgan joined the Department of Veterans Affairs (VA) Office of Acquisition and Logistics National Acquisition Center’s Federal Supply Schedule (FSS) Service in August 2005. He is currently a Senior Contract Specialist for the Program Management and Resource Support Branch within the FSS Service. Mr. Morgan is responsible for helping facilitate a nationwide, centralized acquisition process to support the FSS Service, its staff and its customers, which include, but is not limited, VA Medical Centers and other Government activities that have health care-related requirements. Andrew began his contracting career with the Department of the Navy as a contract specialist before quickly moving on to the Marine Corp Community Services Contracting Branch in Okinawa Japan. Andrew holds a MBA with a concentration in International Business.

Broderick Morris joined the Department of Veteran Affairs (VA) Office of Acquisition and Logistics National Acquisition Center’s Federal Supply Schedule (FSS) in 2006. He currently is a Senior Contract Specialist for the Program Management and Resource Support Branch (PMRS) within the FSS. Mr. Broderick Morris is responsible for helping facilitate a nationwide, centralized acquisition process to support the FSS Service, staff and its customers, including VA and other government activities.

Ardene “Dene” Nichols joined the Department of Veterans Affairs (VA) Office of Acquisition and Logistics National Acquisition Center’s Business Development Team in July 2005. As a retired Air Force Lt Col Nurse, Dene brings a clinical view point to acquisitions and logistics. Her focus on the team has been in educating the vendor community on the opportunities and procedures of working with Federal Health Care entities. Dene’s nursing experience includes the Operating Room, Medical Surgical Clinical Nurse Specialist, and Flight Nursing. Dene is a graduate of University of Texas in Austin (BSN) and University of Texas Health Science Center in San Antonio (MSN – focus on Perioperative care, Minors in Education and Administration and a Focus Area of Study in Medical IT).

Melbourne A. Noel, Jr. joined the Department of Veterans Affairs (VA) Office of General Counsel in 1992. He serves as a senior contract attorney in the General Counsel Staff group that is out-stationed at the National Acquisition Center, Hines, IL. Mr. Noel was one of the drafters of the Master Agreement and Pharmaceutical Pricing Agreement prescribed for covered drug manufacturers by Section 603 of the Veterans Health Care Act of 1992, and is one of the attorneys tasked with ensuring manufacturers’ compliance with the Section. He has presented throughout the years at various pharmaceutical industry symposiums and other pharmaceutical-related events including the Annual Medicaid Drug Rebate Programs and ABA seminars on Federal Drug Pricing. Mr. Noel has participated on several “Big Four” Pharmaceutical Pricing Boot Camp seminars in New York City. Prior to entering Government service, Mr. Noel practiced in the area of commercial litigation for a large Chicago law firm. His clients included construction contractors and manufacturers. Mr. Noel began his career as an Assistant Illinois Attorney General, in which capacity he argued before the U.S. Supreme Court on two occasions. Mr. Noel is admitted to practice before the U.S. Courts of Appeals for the Federal Circuit and the 7th Circuit, as well as the Supreme Court. He is a past Co-Chair of the Federal Bar Association Government Contracts Section’s Health Care Committee. He received his B.A. from the University of Notre Dame and his law degree from Northwestern University.

Carole A. O’Brien was appointed to her present position in January 2005 as Director, Federal Supply Schedule (FSS) Service within the Department of Veterans Affairs (VA) Office of Acquisition and Logistics’ National Acquisition Center. In this capacity, she oversees and is responsible for the Federal Supply Schedule Programs delegated to the VA, which include pharmaceuticals, medical equipment and supplies, diagnostics and reagents, patient mobility, x-ray, dental, cost-per-test, professional services, and reference laboratories. These programs generate over $10 billion in annual sales. For over the past 20 years, Ms. O'Brien has had a progressive career in VA health care acquisition and materiel programs. She has a BA degree in Marketing and an MBA degree. She has received the Vice President's Hammer Award for Innovation (1995) and was a recipient of VA's 2004 Office of Acquisition and Materiel Management's Achievement in Contracting (ACE) award for the National Acquisition Center's Drug Repackaging Program. Ms. O'Brien has been certified at the FAC-C Level III and holds a senior unlimited level contract warrant. She is also a graduate of the VA Senior Executive Service (SES) Candidacy Development Program (CDP).

Gary Petrovich has been as an auditor with the U.S. Government for over 25 years. Since December 2002, Mr. Petrovich has served as an Audit Manager within the Department of Veterans Affairs (VA) Office of Inspector General (OIG), Office of Contract Review. In this capacity, he has led teams in conducting pre- and post-award reviews of Federal Supply Schedule (FSS) proposals and contracts, pre-award proposals for health care resources contracts for VA medical centers, and other procurement reviews. Since October 2009, Mr. Petrovich has been the manager for the VA OIG team dedicated to reviews of pharmaceutical contractor compliance with the requirements of Public Law 102-585 § 603. Prior to joining the VA, Mr. Petrovich worked for over 12 years at the Department of State OIG, Office of Audits, as both a senior auditor and Audit Manager. Mr. Petrovich began his career as an evaluator with the U.S. Government Accountability Office (GAO), serving first at GAO’s Chicago Regional Office, and then in Washington at GAO’s National Security and International Affairs Division. Mr. Petrovich is a Certified Fraud Examiner and has a BA and MPA from the University of Illinois at Chicago.

Maria A. Ramirez is the Assistant Director, Pharmaceuticals Branch, National Contract Service, with the Department of Veterans Affairs (VAO Office of Acquisition and Logistics’ National Acquisition Center. In this capacity, Ms. Ramirez coordinates and oversees the acquisition, award and post-award functions of VA’s Pharmaceutical Prime Vendor Program, National Standardization, Subsistence Prime Vendor and Repackaging Programs with the objective of increasing VA’s overall effectiveness and efficiency under these programs. Ms. Ramirez is a graduate of Dominican University, Office of Personnel Management’s Leadership Potential Program, and the National Acquisition Center‘s Executive Leadership Development Program. Her experience includes Prime Vendor Distribution Systems, National Standardization Programs, Wholesale Distribution and Federal Supply Schedule Programs.

Doris Richardson, R.N. is the Nurse Executive within the Department of Veterans Affairs (VA) Veteran Health Administration’s (VHA) Chief Logistics Office. Doris coordinates standardization within VHA by providing oversight and direction to clinical teams and the acquisition office. She has over 30 years of Federal service.

Craig Robinson was appointed to his current position as Executive Director and Chief Operating Officer of the Department of Veterans Affairs (VA) Office of Acquisition and Logistics’ National Acquisition Center located in Hines, Illinois in October 2006. He is responsible for the national acquisition and distribution programs established for the VA medical centers, clinics, and nursing homes, as well as for use by other Federal agencies. The National Acquisition Center, which includes responsibility for the Denver Acquisition and Logistics Center located in Denver, Colorado, establishes and administers over 1,800 active multi-year national contracts for pharmaceuticals; medical and dental supplies and equipment; laboratory; prosthetic and orthotic devices; and medical equipment systems, in addition to contracts for health care services and distribution programs for pharmaceutical, medical/surgical products and subsistence (food) items that are valued at over $14 billion (multi-year value). Prior to his current position, Mr. Robinson was Chief of the Contracting Center, Military Surface Deployment and Distribution Command in Alexandria, Virginia. With over 25 years of acquisition experience in the Department of Defense, Mr. Robinson has lead acquisition professionals in Army and Air Force organizations prior to progressing to his current position. He began his career at the San Antonio Air Logistics Center, Kelly Air Force Base, Texas. He is a recipient of the Army Achievement Medal for Civilian Service and the Army Superior Civilian Service Award. Mr. Robinson is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society and is a Department of Veterans Affairs Senior Executive Fellow. Mr. Robinson, a native of San Antonio, Texas, holds a Bachelor of Business Administration Degree from the University of Texas at Austin. He also holds a Master of Science Degree in Administration from Central Michigan University.

W.R. (Bob) Satterfield, III is currently the Assistant Director of the Contracting Branch – Administration Section of the Department of Veterans Affairs (VA) Office of Acquisition and Logistics National Acquisition Center’s (NAC) Federal Supply Schedule (FSS) Service located in Hines, IL. He is responsible for managing the contract administrative functions and staff responsible for VA FSS awarded contracts. Mr. Satterfield has been a VA Contract Specialist for over 20 years. His federal government career began in 1989 serving as a Contract Specialist within the Pharmaceutical Federal Supply Schedule Service within the NAC. He has held the positions of Team Leader, VA Pharmaceutical Standardization and Pharmaceutical Prime Vendor programs, and Team Leader, VA Medical/Surgical Standardization program. In 2001, Mr. Satterfield returned to FSS Service as a Senior Contract Specialist where he managed the FSS programs for the Drugs, Pharmaceutical & Hematology Related Products and Invitro Diagnostics, Reagents, Test Kits & Sets FSS Programs. He served in this capacity until his promotion to Assistant Director in October 2009. He holds a BS degree from Roosevelt University and is a member of Toastmaster International.

Paul Skalman is currently the Assistant Director of the Program Management and Resource Support Branch of the Department of Veterans Affairs (VA) Office of Acquisition and Logistics National Acquisition Center’s Federal Supply Schedule (FSS) Service located in Hines, IL. He is responsible for providing program management and resource support to the three FSS contracting branches. Another responsibility of his branch is arranging and providing training to FSS staff and their customers. Mr. Skalman has been Contract Specialist within VA FSS Service for over 20 years. His prior position was Assistant Director overseeing FSS contracting for medical equipment and supplies. He held this position for over 10 years. Mr. Skalman holds a BS in Business and Management from the University of Maryland.

Christine Szrom is the Senior Contract Specialist for the Subsistence Prime Vendor Program and Dietary Supplements contracts within the Department of Veterans Affairs Office of Acquisition and Logistics’ National Acquisition Center. Ms. Szrom has been with VA for six years. She previously served in the United States Navy as an Electronics Engineer. Ms. Szrom holds a Bachelor Degree in Management and Organizational Behavior from Benedictine University and is currently pursuing a Masters in Acquisition Management from American Graduate University.

Steven A. Thomas, R.Ph. As Director of the Department of Veterans Affairs (VA) Office of Acquisition and Logistics National Acquisition Center’s National Contact Service, Steven Thomas is responsible for negotiations, awards and administration of multi-year, multi-billion dollar contracts for pharmaceuticals, medical care products, highly technical medical systems, subsistence, laboratory and three primary distribution programs to support a national health care system, including VA and other Government agencies. Mr. Thomas has enjoyed a progressive career in VA healthcare management over the past 25+ years. He held numerous positions in medical center pharmacy management at Chicago Westside, Hines and North Chicago facilities before joining the National Acquisition Center in January 1999. Mr. Thomas has a BS degree in pharmacy from the University of Illinois and MBA from Northern Illinois University. Mr. Thomas has presented information regarding pharmacy programs and initiatives to VA personnel and other Chicagoland hospital pharmacy managers. He has made presentations to multiple groups on use of various National Acquisition Center programs.

Cheryl Ward-Roberts presently serves as Assistant Director for the Intake, Analysis and Program Support Branch of the Federal Supply Schedule Service within the Department of Veterans Affairs (VA) Office of Acquisition and Logistics’ National Acquisition Center. As Assistant Director, she oversees and is responsible for the Federal Supply Schedules (FSS) for medical related products and services utilized by federal agencies. With over 22 years Federal experience, Ms. Ward-Roberts has spent the last 17 years within the National Acquisition Center‘s FSS Service. She holds a Masters of Science Degree from the University of Illinois at Urbana-Champaign as well as a certificate from the University of Virginia in Procurement and Contract Management.

Leo Washington is a Senior Contract Specialist within the Department of Veterans Affairs Office of Acquisition and Logistics National Acquisition Center’s Federal Supply Schedule Service. He has 12 years of civil service, including an internship with U.S. Customs, Regulatory Audit Division. Mr. Washington, a veteran, is a DePaul University graduate with a Bachelors of Science in Management and a minor in Japanese Studies. He received National Security Education Program and Monbusho Foreign Exchange scholarships for study at both Kansai Gaidai University in Osaka and at the KCP Language Institute in Tokyo.

Frank Zacchigna, J.D. As the Assistant Director of the Consolidated Mail Outpatient Pharmacy (CMOP) Branch within the Department of Veterans Affairs (VA) Office of Acquisition and Logistics National Acquisition Center’s (NAC) National Contact Service, Frank Zacchigna is responsible for negotiations, awards and administration of multi-year, multi-million dollar contracts for pharmaceuticals, medical surgical care products, and support services for the VA CMOP program; a $3.5 billion annual concern. There are seven CMOP facilities located throughout the United States serving the prescription needs of our nation’s veterans and their families. Mr. Zacchigna has enjoyed a challenging and rewarding career in government contracting since 2004. He has held numerous acquisition related positions in the Federal government beginning as a civilian with the United States Navy and continuing currently with the VA NAC. Mr. Zacchigna has a Bachelor of Science degree in accounting/finance from the State University of New York at Buffalo and a Juris Doctor degree from the University of Toledo, College of Law.

Hannah Zerphey Bringing with her knowledge of General Service Administration and multiple award schedule contracting from private industry, Hannah Zerphey joined the Federal Supply Schedule (FSS) Service of the Department of Veterans Affairs Office of Acquisition and Logistics’ National Acquisition Center in 2007 as a contract specialist, where she worked primarily with the FSS for medical equipment and supplies. In December 2009, she transitioned to a management and program analyst role and now works with the Program Management and Resource Support branch within FSS. Ms. Zerphey serves as a content strategist for the organization; her efforts include the development of employee, contractor, and customer training materials and resources and management/maintenance of the VA FSS Web Portal. Ms. Zerphey is a graduate of George Washington University with a dual BA in International Affairs and Japanese Language & Literature with a minor in History. She is currently working towards a Masters degree in Intelligence Studies.
